CDOT Piloting ESB Restricted Contracts on Front Range NPS for CM, CI & MT

Following on the heels of the CDOT Small Business Policy Directive, CDOT Engineering Contracts released a solicitation on Thursday, December 13 that includes a new opportunity for Emerging Small Businesses (ESB) who provide construction management, inspection, and materials testing. The Front Range (Regions 1, 2, 4 & HQ) Non-Project Specific (NPS) for CM, CI & MT has been divided into 3 tiers; $5M, $3M, and $1M. Prime consultants can propose on only one tier which represents the "not to exceed" amount for task orders under the NPS contract over a multi-year period. CDOT will select up to 16 consultants divided between the 3 tiers. 

Two (2) of the $1M tier contracts are reserved exclusively for firms with an active ESB certification at the time of proposal. This is the first time CDOT has restricted competition for professional services contracts to ESB firms. CDOT has offered ESB Restricted contracting opportunities on select construction contracts under $1M for several years. This solicitation shows collaborative support for small business across multiple CDOT departments. It also represents an excellent opportunity for ESB firms to propose as a prime consultant and leverage the experience and capacity of team members to be competitive in a qualifications based selection against other ESB firms. Proposals are due on January 10, 2019.
